## Summary

In the paper "Founding Quantum Theory on the Basis of Consciousness" by Efstratios Manousakis, the author explores the relationship between quantum theory and consciousness. Unlike previous theories that suggest understanding consciousness through quantum theory, this work proposes that quantum theory can be founded on the framework of consciousness. The concept of streams of consciousness, typically associated with conscious beings, is expanded to include a Universal/Global stream of conscious flow consisting of ordered events. The individual streams of conscious events that we experience are considered sub-streams of this Universal stream. According to the postulated ontological character of consciousness, there exists an operator that acts on a state of potential consciousness. This operator has the ability to create or modify likelihoods for future events to occur and become part of the Universal conscious flow. The paper introduces a generalized process called measurement-perception, in which consciousness brings an event into existence from a state of potentiality. This process is mathematically represented by an operator acting on the state of potential-consciousness before an actual event arises in consciousness. The result of this operation is then reflected back onto the state of potential-consciousness for comparison, ultimately leading to the event arising in consciousness. Starting from the assumption that consciousness is primary and building upon elementary conscious contents such as perception of periodic change and motion, quantum theory naturally emerges as a description of the conscious experience. Overall, this paper presents a novel perspective on the relationship between quantum theory and consciousness by suggesting that quantum theory can be grounded in the framework of consciousness itself. It expands upon existing notions by introducing a Universal stream of conscious flow and proposing an ontological character for consciousness. The mathematical representation and process described provide insights into how events arise in our conscious experience.
